there is no peer in the Senate, in fact, in the country, of the Senator from New York in his knowledge of history. Therefore, I wonder, what is the basis of this hope that other countries, particularly Asian countries, would join in a unilateral action started by the United States? Can the Senator tell me, outside of maybe the South African situation, where we have had luck with having others joining us unilaterally? If we cannot get the Europeans to join us with Libya, an international terrorist organization, Iran, the same, and Cuba, how in the world are we going to get them to join with sanctions against Burma?
