I got to tell you, I am really disappointed that it's taken us seven months to have another hearing on this topic.

During that hiatus, during that period of time--seven months--215 people died yesterday from substance abuse.

I think that process is not very transparent, and I think that is a big part of the problem we have here.

We need to regain control, I believe, of this process, instead of whining about what the agencies are doing...
