Our Democratic colleagues have not engaged with Republicans in a meaningful way and the politics of climate change, unfortunately, seems to have overtaken rolling up our sleeves and getting to work on, really, bipartisan solutions.

I commend Chairman Doyle and Representative Matsui for their leadership on this issue through the Spectrum Innovation Act.
Unfortunately, instead of promoting innovation and supporting the chemical industry, as the Act intended, it seems like EPA is stifling innovation and creating barriers to commerce for new and existing materials.
But it appears to me the policies that have been put forth in the last ten months are doing diametrically opposite.
Mr. Chairman, that is West by God Virginia. Let me just continue on with this.
