This is something we hear from providers time and time again.

Why is there such a disparity between two regions separated by merely a thousand feet?

Would a regional approach be helpful for small towns to get together so that they may be collectively come up to 3,000 or 4,000 people?

I think we have to understand, there are a lot of small towns.
