I think this has been a useful debate, and I appreciate the chance. I do want to quickly respond to a couple of remarks that were made. The gentleman from Texas made an excellent pun on my name. He talked about the unwise amendment. I would just say, with capital budgeting, why the delay? To the gentleman from Oregon, who questions whether capital budgeting will squeeze Social Security, we have got a solution for it. If Members are afraid of it, move it off budget like we do. To the gentleman from Minnesota, there is a difference between Social Security and the other funds that he mentioned. It is almost an emotional difference with the American people as much as anything. Social Security is something that every man, woman, and child in this country grew up with, looks to, and depends upon. We move it off budget where nobody can get at it. We can all differ on that. Is this an obscure debate that we are having, this arcane thing of capital budgeting? No, it is about the future of our country. It is about our growth.
