Section 301 of the bill directs the Secretary of Transportation to undertake a comprehensive study of management, regulatory, and legislative reforms which would enhance the efficiency of the air traffic control system while preserving the existing organizational structure under which the ATC system operates as part of an integrated Federal Aviation Administration. The study will compare the advantages and disadvantages of reform of the existing structure with those of proposals to break up FAA into two parts; a government corporation to operate air traffic control system and a rump FAA to regulate the safety of the ATC system and carry out other FAA responsibilities. It should be clearly understood that the requirements of section 301 for a study are not met by the discussion in the administration's recent report 'Air Traffic Control Corporation Study'. We do not regard the brief discussion of internal reform in this document as the in-depth, objective analysis called for by section 301.
