I have already put out a balanced budget amendment that I believe in. It may be your last opportunity to vote for a balanced budget amendment to the Constitution of the U.S. Government. It is not your last opportunity to vote for deficit reduction. It is not your last opportunity to vote for economic growth. It is not your last opportunity to make the tough votes on the ones that really count. This sets a goal, a tough goal with some teeth in it, that the gentleman from Texas has crafted. It sets a goal, but it does not get you there. The votes that get you there are the tough ones.
