Mr. Chairman, Congress has developed positive legislation and programs in recent years in the spirit of H.R. 1670 designed to save precious fiscal resources of State and local governments. I, myself, have had the opportunity to sponsor legislation that enables State and local law enforcement agencies to purchase certain items for counter drug activities, through the Department of Defense and the GSA. Mr. Chairman, I would like to express my support for the gentleman from New Hampshire's amendment which will put off implementation of section 1555 of the Federal Acquisition Streamlining Act of 1994 pending an investigation by GAO on how this provision would impact the private sector. This will help to ensure that the current sales system is not dismantled at the expense of small business which frequently represents a significant portion of these dealers' revenues. Mr. Chairman, the gentleman from New Hampshire's amendment will preserve the ability of small businesses to sell and lease equipment to State and local governments, while ensuring that programs such as the 1122 Police Procurement Program will continue to offer sensible support for local governments.
