What is the role, then, of Social Security? Why do you not just say we are going to give you the peace of mind, we are going to move it off budget? Unless you want to use Social Security--and I am not accusing the gentleman of planning to cut Social Security, please understand that--but I do understand that Social Security, under any administration, is used to mask the full size of the deficit. It is used to mask the size of the deficit. Why not, then, move it off and let Social Security worry about Social Security's problems and worry about the operating income and the general Federal income on its own?
