I support the line-item veto. It is a good measure, a measure that the American people want. Why? They want the line-item veto because they are concerned about two things. They are concerned about pork barrel spending, and they are concerned about special interest tax breaks. This bill does a good job of taking care of the pork barrel spending, but it does a lousy job of taking care of special interest tax breaks. Why is that? It is because the people on the Republican side of the aisle like special interest tax breaks. We hear on the floor day after day proponents of tax reform from the Republican side say, ``Let's have a flat tax. Let's get rid of all these deductions. Let's get rid of all these loopholes.'' Well, this was the opportunity to get rid of those. This bill was the opportunity to say we do not believe in special interest tax loopholes. But when they came up to bat, they swung and missed. They had no desire to give the President of the United States the ability to get rid of special interest tax loopholes. Why not? Because they are the gift that just keeps on giving.
