Mr. President, I call up my amendment No. 276, to protect seniors relying on Medicaid, and ask that it be reported by number. The PRESIDING OFFICER. The clerk will report the amendment by number. The senior assistant legislative clerk read as follows: The Senator from Wisconsin [Ms. Baldwin] proposes an amendment numbered 276. The amendment is as follows: (Purpose: To create a point of order against legislation that would take away health care from seniors, including those receiving care in nursing homes, through cuts to the Medicaid program) At the appropriate place in title IV, add the following: SEC. ___. POINT OF ORDER AGAINST LEGISLATION THAT WOULD TAKE AWAY HEALTH CARE FROM SENIORS, INCLUDING THOSE RECEIVING CARE IN NURSING HOMES, THROUGH CUTS TO THE MEDICAID PROGRAM. (a) Point of Order.--It shall not be in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would make changes to the Medicaid program under title XIX of the Social Security Act (42 U.S.C. 1396 et seq.) unless the Director of the Congressional Budget Office certifies that such changes would not result in lower coverage rates, reduced benefits, or decreased affordability for seniors, including seniors who are residents of nursing facilities or who receive services in their own homes.…
