Let me say in all due respect that that then is exactly how we get all these rules, regulations and paperwork, because if the gentleman thinks there is any department in the Federal Government that is not going to take that section and promulgate rules and establish forms that require every local education agency to prove that they have met exactly that 1 percent utilization of funds, then the gentleman just is not dealing with the real world, and that is exactly what these 95 pages of requirements are all about.
