It is a backroom agreement that was reached at about 9 or 10 o'clock in the evening two nights ago, Wednesday night. Maybe the rush to pass this is because they do not want anybody to know the deals and know the details. Perhaps there is a problem with the details. I think we ought to be very reluctant to codify into Federal law a plan obligating the Federal Government to unspecified expenditures of money in the future without knowing the details when there are questions of safety and when we do not have the expertise in this body to do this.
