I supported that Ensign amendment today because it is vitally important that we protect our children against sexual predators. I did so despite my serious concern about the offset used to pay for the program. We should not be cutting funding from the State Department's Bureau of Education and Cultural Exchange, ECA. I strongly believe that people-to-people exchange is one of the most effective public diplomacy tools we have, and I hope that funding for the ECA will be restored in conference.
