to conclude, the letter from Taxpayers for Common Sense really did a good job of reiterating that the question underlying this debate is whether the Senate is capable of following through on budget cuts. If we today recreate the same BIB structure we abolished just 3 years ago, the savings achieved in the 1994 act could be jeopardized and the effort to privatize these radios could be undermined by this new agency as it desperately struggles to justify its existence. I hope that the Members of the Senate will reject the creation of this new Federal agency and adopt my amendment. Mr. President, I yield the floor.
