One other question, a point I am trying to make for the Record is I agree with the Senator from Kentucky that should we pass this legislation, this, of course, will go to the Supreme Court. I think it is very important that we acknowledge as we make this Record that they will review it, and that they will want to know exactly what our intentions were with regard to this legislation. I want to ask a question in terms of making this Record, following on the question of the Senator from Arizona. I will read the Senator from Kentucky an advertisement that supposedly was an issue advocacy ad, apparently legally treated that way, and ask him if he believes this is properly characterized as issue advocacy rather than express advocacy or campaign ad. The ad concerned a Winston Bryant. The announcement said, "Senate candidate Winston Bryant's budget as attorney general increased 71 percent. Bryant has taken taxpayer-funded junkets to the Virgin Islands, Alaska, and Arizona, and spent about $100,000 on new furniture. Unfortunately, as the State's top law enforcement official, he has never opposed the parole of any convicted criminal, even rapists and murderers; and almost 4,000 Arkansas prisoners have been sent back to prison for crimes committed while they were out on parole. Winston Bryant: government waste, political junkets, soft on crime. Call Winston Bryant and tell him to give the money back.…

I don't think there's any question. They were egging each other on. It would have taken very little for somebody to try to up the ante and actually hang Mike Pence or kill somebody who they could get their hands on.
