I tried very hard for 5 years to find exactly what it is that is so critical that this system does, and I can't find it. Let me review briefly what the problem is with this ELF program. It is an unsophisticated technology which is designed to only signal to, not actually substantively communicate with, a deeply submerged Trident submarine. It is entirely ineffective in communicating anything of substance. While Project ELF may provide an additional form of communication, it is really just redundant over the communications systems we now have at this time. Any benefit from this is just marginal. It cannot communicate messages. It can just give phonetic-letter-spelled-out messages at the rate of 1 pulse per 5 minutes.
