“I do believe in the system of overall voluntary spending limits, and the real driving force behind that is a concern about television costs. Any modifications or changes in the formula that had to do with a State-by-State difference without a doubt had something to do with the question of what does it cost to run a television campaign in a U.S. Senate race. I find it slightly amusing that the Senators question me about language that my colleague from Arizona used about limiting spending in campaigns, when the Senator from Kentucky, in S. 7, 103d Congress, had a bill entitled "To amend the Federal Election Campaign Act of 1971 to reduce special interest influence on elections, to increase competition in politics, to reduce campaign costs, and for other purposes." The point is, actually all three of us agree that you should not mandatorily limit campaign spending.”
