On the recordSeptember 29, 1997
Our bill, the modification that was just offered, does provide that a candidate who wants to get the coordinated party expenditure benefit from their party has to limit their personal wealth contribution to no more than $50,000. So the fact is that provision, which these 126 constitutional scholars have suggested is perfectly constitutional, is in our base bill. We do intend to add an amendment that would go further, that would, in fact, bring back some of the other proposed voluntary limits that would then be coupled with what we hope would be an incentive for reduced cost for television time. We hope to add that to the bill, but the concept is already in the base bill.
