“I also want to make one thing clear. In contrast to the Senator from Colorado, this amendment provides for the authorizing committee to act on a revised project plan. It does not put into effect the alternative plan. It does not prejudge what the project will look like. It allows full public hearings before Congress acts. It does not strike any funds, it simply says the funds in the bill cannot be expended for construction of a new project until it is authorized. I just wanted to clarify that.
