On the recordSeptember 2, 1998
before I ask a question, let me thank the minority leader for his tremendous leadership on this issue and for maintaining the support of the entire Democratic caucus for reform-- whether it be the McCain-Feingold bill or the Shays-Meehan bill, which is very similar. One of the criticisms made of this bill consistently, which I obviously have never found very valid, is that it is a partisan bill. The fact is that seven Republicans have supported this bill out here on the floor, and the number in the House was overwhelming. I wonder if the minority leader is aware that a quarter of all the members of the Republican Party in the House supported this legislation.
