Today we are again forced to consider legislation to raise the Nation's debt limit. It is obvious to anyone that we are here because of the grossly reckless fiscal policies that have been advanced by the administration and Congress for nearly 6 years. Over those 6 years we have seen a dramatic deterioration in the Government's ability to perform one of its most fundamental jobs-- balancing the Nation's fiscal books. In January of 2001, the Congressional Budget Office projected that in the 10 years thereafter, the Government would run a unified budget surplus of more than $5 trillion. Nearly 6 years later, we are staring at almost a mirror image of that 10-year, $5 trillion surplus, except that instead of healthy surpluses, under any reasonable set of assumptions, we are now facing immense deficits and mounting debt. We absolutely cannot afford to continue to run up these massive deficits. Doing so causes the Government to use the surpluses of the Social Security trust fund for other Government purposes rather than to pay down the debt and help our Nation prepare for the coming retirement of the baby boom generation. Every dollar we add to the Federal debt is another dollar that we are forcing our children to pay back in higher taxes or fewer Government benefits.
