I speak in strong favor of her amendment. The resolution offers a deficit-neutral reserve fund for class size improvement. Specifically, it states that if funds become available, budget levels may be adjusted for legislation to improve, or in effect lower, class size for students, especially in the earliest grades. I thank the Senator from Washington, Senator Murray, for being the leader on this issue of class size for public schools. She and I share the same commitment to public education and believe strongly that the Federal Government has a limited but very important role in supporting public education. Today's resolution, Mr. President, is very important because it demonstrates a commitment by the U.S. Senate to dedicate available Federal funds to reduce class size in the earliest grades. Parents, teachers and school administrators are increasingly aware of the very positive impact smaller class size can have on student achievement. It is about time that the Senate goes on record in support of smaller classes for our public school children in the earliest grades.
