What the State Department proposes to do here is, instead of continuing the independent inspector general who would have the ability to report both to the Defense Department and the State Department--what the State Department partly wants to do is simply subsume this function within its normal inspector general and reinventing the wheel, which is not what we should be doing at this point. But I do believe the Senator has characterized correctly what we have been told the State Department would prefer to do here.”
