You cannot protect America by just dropping bombs on people.

We raised this issue with the Rwandan Government that we had seen a credible body of reporting that that was happening.

I found that troubling as well, and taking this idea of being careful way too far.

I will be urging our fellow donors in Europe next week to do this.
