It was absolutely essential for the American people to have the confidence that we cared about the deficit issue, that we finally gave the American people that wonderful sense of confidence that it mattered to us that we were running deficits. It helped everybody's mood. It helped the economy. It was a terrific thing for this country. That confidence is now gone. The way you rebuild it is by getting these rules in place so people can point to those rules and say: We can't go beyond these limits. That is what we need. I think we need it in statute as well as in the rules of the Senate.
