I'm pleased to cosponsor and rise in support of the amendment offered by the Senator from Ohio, Senator Glenn. And how fitting that Senator Glenn has taken the lead on this issue since he spent much of last year investigating the fundraising scandals of the 1996 election. I congratulate him on that work and on offering this very modest, but very important amendment today. Mr. President, as you know, I have spent a lot of time on this floor in this Congress debating the McCain-Feingold bill, and the issue of campaign finance reform. It has been a very difficult issue to make progress on. We have a strong bipartisan majority, including seven Senators from the Republican side of the aisle, in support of reform. A partisan minority continues to block our bill. But one area on which this entire body is united, Mr. President, is the need to enforce the laws that are already on the book.
