“I think we have to do this on the floor, in part because of the witness list. We went through this last year, where the committee hearings were used for a great deal of time and you did not get the feeling that the goal was to find a solution or to pass a bill. The goal was to sort of talk it to death. The floor is a superb place to do this. In fact, I would say to my friend from Minnesota, I think one of the best editorials that has been written on this subject, that I think we can sort of elaborate on on the floor in the coming weeks, is something from the Washington Post of April 21, 1997, entitled, ``Skirting the Real Scandal.''
