I cannot think of a more eloquent testimony to the need for this reform than the statement that this great Senator, if he were starting out today, probably would not even have considered running for the U.S. Senate because of the incredible barrier of the money to be raised. Our bill is a voluntary scheme that allows people who would try to follow in Senator Byrd's tradition to raise a modest amount of money and have benefits for agreeing to do that.
