my amendment terminates the Navy's Extremely Low Frequency Communications System and uses the savings from it to offset funding increases for our National Guard. I am very pleased to be joined in introducing this amendment by our senior Senator from Wisconsin, Mr. Kohl. Mr. President, the amendment would limit funds appropriated in this bill for the Navy's Extremely Low Frequency Communications System or, as is it called, Project ELF, and it involves the termination of this program. It is time to mothball the project and use the savings to correct a significant shortfall that we have in this authorization bill in the funding for the National Guard's operations and maintenance account. Project ELF is in Wisconsin, but it is an ineffective, unnecessary, outdated, cold-war relic that is not wanted by most residents of our State. The members of the Wisconsin delegation have consistently fought for years to close down this Project ELF. I have introduced legislation during each Congress that I have been here to terminate it. And I have also attempted and have, in fact, recommended it for closure to the Defense Base Closure and Realignment Commission. This project has been opposed by residents of Wisconsin since its inception, but for years we were told that the national security considerations of the cold war outweighed our concerns about having this installation in our State.
