I do not doubt that at all, but I am looking for some appropriate trigger for this kind of search, which I think is serious business, and for consistency between the different agencies.

You may apply a legal standard to whether or not you should recuse yourself, but it's her decision. There's no appeal from it. She's not mandated to do it or not do it.

It is part of the Congolese system, but it benefits from the addition of international jurists, often African jurists, who will help increase the credibility and expertise of the court so it is credible.
