I am voting to end a filibuster that is blocking critical funding for Wisconsin. Passage of this bill, as amended, would help prevent major cuts to education and health care funding as my State, and other States, continue to struggle to make up budget shortfalls due to the biggest recession since the Great Depression. While I do not agree with all of the offsets in the bill, I am pleased that it is fully offset.
