I am worried it is going to be awfully hard for people to follow this. Let me return to and respond to the concerns of the chairman with regard to the amendment I have offered, to try to do something about this problem of transshipment, this problem that some countries--very likely China--will take advantage of this new Africa Growth and Opportunity Act to ship a lot more of their goods through Africa into the United States, and not only harm the African nations and people who are trying to benefit from this but harm American jobs. Every $1 billion of transshipped goods into this country apparently costs about 40,000 American jobs in the textile-related area. When the chairman suggests we are trying to discourage legal trade by this amendment, that is the opposite of what we are doing. We are trying to prevent this kind of circumvention of the spirit and intent of the law by unfair and what should be illegal transshipment.
