Of course, Mr. President, that is an inaccurate statement of what the bill does. It does not provide limits. It says only that if a person agrees to a stable or certain figure, depending on the size of the State, that those individuals would get the benefits provided by the bill. There is no automatic limit. Anyone can go over the limit if they want to, if they are willing to forfeit the benefits.
