the amendment cosponsored by Senators McCain, Carper, Lieberman, Jeffords and Collins will ensure independent review of Army Corps projects that are costly, controversial or critical to public safety. The amendment responds to over 10 years of studies, including analysis of the Katrina disaster, documenting serious problems with planning and design of Army Corps projects. We owe it to the people of New Orleans, and to all of our constituents, to ensure close scrutiny of critical flood control projects, as recommended by the Homeland Security Committee. That is what our amendment does. Despite any outcome on my amendment, I urge my colleagues to vote ``nay'' on the Inhofe-Bond amendment which maintains the unacceptable status quo.
