I understand what he is saying in terms of the need for intelligence, but the doctrine of preemption that was announced by the President 9 days after 9/11 and through that period was not about intelligence. It had to do with the notion of where we could intervene in various nations. So I am just a little bit confused about that and trying to understand the connection.
