“I made significant alterations to it in order to respond to changing events and the concerns of other Senators and the administration. My amendment would have suspended all military and security assistance to Indonesia until clear steps had been taken to stop the harassment of East Timorese refugees, to end the collusion between violent militia groups and the Indonesian military, and to hold those responsible for recent atrocities accountable for their actions. My amendment would have put this body on the record in recognition of the need to use United States military and security assistance responsibly in Indonesia.”
