“I regret that this Treaty will move forward without a requirement for a Senate vote on its abrogation or extension, but I do express my support for the amendment offered by the Senator from Michigan, Mr. Levin, of which I am pleased to be a cosponsor. I also want to thank the Senator for his work on this important issue. The Levin amendment is consistent with my view that the Senate should--at a minimum--be consulted if the President decides to withdraw from or extend this treaty in the future. I believe that this is a step in the right direction, and I urge my colleagues to support the Levin amendment.”
