Mr. Speaker, again, this debate really is about two very distinct and different options: one that, again, through independent analysis and review, indicates could lead to an increase of 1 million more uninsured in this country, as opposed to the substitute that the gentleman from New Jersey (Mr. Andrews) and I are offering today; one that is based on reality and supported by a host of organizations throughout the Nation, including the Governors Association, the Attorneys General, and the insurance commissioners, those who work with this on a day-to-day basis and see the real impact it is having on real people in their individual States. Our plan is simple. It also talks about establishing a national purchasing pool, but one working with state-licensed insurers, so we do not preempt State law and the judgment being made by State legislatures and local decisionmakers on what is or is not appropriate health care coverage in that particular State.
