Thank you, Representative Kaptur, for all the work that you have done, and I know you are going to continue to do in the months ahead to make sure that we stand up for the middle class in this country. I really appreciate your efforts. Mr. Speaker, I would like to yield some time to another colleague of mine whose background really is as a manager. He was a mayor of Providence, Rhode Island. He is an expert when it comes to budgets and knows how to make sure that we properly finance government. He serves on the Budget Committee here in Congress.
