There is a big danger in this chart. This is where some of our conservative friends look at this and they see that Government spending is still increasing faster than the rate of inflation. They look at this chart and say, why is Government spending still increasing faster than the rate of inflation? I personally agree with them. I would much prefer to see this even smaller than what it is. But there has been a huge change in the growth of Government spending from what was here before and what is here now. It is this curtailing the growth of Government spending that has allowed us to be in the third year of our 7-year plan to balance the budget and be ahead of schedule, and now be able to come out to the American people and say, look, the budget is going to be balanced in 2000, maybe even in 1999, and we are going to reduce taxes.
