The price does go up by 10 to 15 percent. Remember, when Washington collects these dollars, 40 cents on the dollar is lost just on the bureaucracy. That 10 to 15 percent is the cost of construction going up. So you not only have to collect extra dollars to pay the bureaucracy, you also have a higher cost in construction because of the Federal Government regulation red tape. We could be talking almost a 50 percent increase in cost before you are done.
