Madam President, the first amendment we will be considering today is the Coburn amendment to reduce funding for the rural development mission area by $1 billion, or 41 percent, spread equally over the agency. I am opposing this amendment. This is not the time to curtail essential programs that support jobs and incomes in our rural areas. So I will oppose this amendment, and I urge my colleagues to do so as well. I would now like to yield to Senator Sherrod Brown of Ohio. The ACTING PRESIDENT pro tempore. The Senator from Ohio.
