Well, I think that we are debating whether or not the offsets that I have offered are legitimate. I think for the most part they are. They are legitimate, I think, to the extent that we are missing, perhaps, just a relatively small portion to get to $3.1 billion. I think we need to work a little harder to get there, because it is a question of priorities. If we do not feel the priority, then we will not find it. You never do. You have to feel the priority, or those of us who feel strongly about it feel strongly enough so that we feel we have to fund those offsets so that we can in fact make this priority one of educational needs a reality and not find a way to not accomplish it.
