Let me get this straight and let us reiterate, because this sounds so simple that it may not actually work in Washington, because they will not get it. We are going to spend less than we take in, we are going to use some of the surplus to repay monies we borrowed from trust funds, we are going to give additional tax relief, and we are going to improve our Nation's highways in the process and restore fiscal accountability. Is that correct?
