first congratulations to the gentleman from Idaho [Mr. Crapo], in advance, because this will be successful. For the first time, Congress is going to face the fact that, when we cut spending from programs, it is not going to be siphoned off and sent over to other spending programs. Much like Americans all across our land have Christmas club accounts, vacation accounts, savings accounts, the lockbox will truly give us a mechanism by which when we cut wasteful spending on the floor or in committee, that wasteful spending will actually go for deficit reduction. I applaud my colleagues on both sides of the aisle. This has been a great opportunity for us to work, Republicans and Democrats, for fiscal responsibility. Again I applaud the gentleman from Idaho [Mr. Crapo] for his leadership on this initiative and to the gentleman from New York [Mr. Solomon] for strong words of encouragement all the way.
