I would point out to the gentleman from Missouri [Mr. Hancock] that if his objective is to not have this kind of material in any way distributed at some kind of school-sponsored program, he should read my amendment, which states: No local educational agency shall use funds under this act to distribute or to aid in the distribution by any organization of obscene material to minors on school grounds. Now, I believe that that takes care of his issue. I would also like the gentleman to read his own definition in his amendment which says that a program or activity for purposes of this section which should be prohibited includes the distribution of instructional materials, instruction, counseling, or other services on school grounds or referral. So under your definition of what would be prohibited would be a referral of a pupil to an organization that affirms or discusses a homosexual lifestyle, even in the context of providing health care.
