I do not take suing the president lightly. And I twice sued the Obama administration, I've now sued the Trump administration, so I have some experience. All successful so far, I might add.

Federal judges don't do that lightly. You have to show that you are likely to prevail on the merits, that the public interest is in your favor, that there's significant harm that will be done if the judge does not take that action.
