Federal judges don't do that lightly. You have to show that you are likely to prevail on the merits, that the public interest is in your favor, that there's significant harm that will be done if the judge does not take that action.
The courts have just look at the harm done to people in my state and Brian's state of Maryland and others that the harm is so great, that they're not going to allow it to go forward while we proceed on the merits.
