the third thing that I would do, is that any unspent money needs to come back to the Treasury

The Public Record
Peter Francis Welch is an American politician serving as the U.S. Representative for Vermont's at-large congressional district since 2007. A member of the Democratic Party, Welch has focused on issues such as healthcare, agriculture, and climate change during his tenure in Congress. He has been an advocate for policies aimed at supporting Vermont's farmers and addressing the challenges posed by rising healthcare costs.
I also wanted to thank Hon. Peter Welch of my home State of Vermont for his continuing dedication and attention to the needs of Vermonters who are unserved and waiting for reliable high-speed broadband connections.
But is it the case that extending infrastructure to every corner of our country, and especially in rural areas--and a lot of us on this committee represent rural areas--always require some public resources in participation?
Congressman Gardner and I are really focused on these energy saving performance contracts.
Congressman Burgess has been very much--on his own personal situation, very much focused on energy efficiency and has some skepticism about steps that government takes that are either unnecessary or get in the way.

Congressman McKinley and I are working on efforts to try to provide incentives to homeowners.
By the way, having this hearing on efficiency this early in our congressional term is tremendous.
We have got Mr. Saxton from JELD-WEN here, and JELD-WEN is a company with a national presence, but it has two facilities in Vermont and has been a great contributor to our Vermont economy.
JELD-WEN has come and it is a manufacturing facility that has created 800 very good-paying jobs in Windsor County.
I am extremely concerned about proposed cuts to federal investments in these areas, including what we would see under sequestration.
what you do in Washington can have a positive or disruptive impact on our industry.
Many of us on this committee represent rural areas, both Republicans and Democrats, and many of the challenges that folks face in rural areas...
I rise to honor a person whose time was short, but whose contribution was great. Joan Mulhern passed away this past December at the age of 51. Joan graduated from the University of Vermont, and she very quickly made a name for herself as a…
I thank the gentleman. We have sharp differences in this body on taxes, on spending, on the best path forward to resolve our fiscal situation. Those are fairly legitimate debates, but there should be absolutely no daylight between us on…
It's illegal to be a smart shopper. That's exactly right. You can't make that up. It's illegal. It would be like telling you, if you went into CVS to buy some aspirin, and you knew you were going to use them for a year--you had a family…
I thank the gentleman from California, and I look forward to returning to the committee and working with my colleagues on the other side of the aisle as well. I'm very pleased to be here supporting this legislation. Energy efficiency makes…
Thank you. This is such an important issue about the future. We can get a deficit deal. The President is committed to doing it. It's got to be balanced. Balanced means there's got to be revenues. Our taxes, especially from the high-income…
It's been 141 days. That's how long it's been since the House Agriculture Committee, on a bipartisan basis, passed the farm bill by a vote of 35-11. That's the high watermark of bipartisanship in this Congress. It represents something that…
I thank the gentleman. You know, on the farm bill, we've got the worst drought we've had in 50 years. We've got people who need nutrition programs. We've got farmers who need certainty about what the price support programs are going to be…
1 year ago, Congress took action finally to reform out-of-control debit card swipe fees charged to our small businesses and customers every time they swipe a debit card. For years, the card companies and big banks have essentially been…
Today I rise to bring attention to the town of Waterbury, Vermont. There was an article in The Boston Globe identifying it as the best beer town in New England. In this small town, beer pilgrims from across the country flock to appreciate…
We have a very serious debt problem in this country. We have a very serious jobs problem in this country. Both of those serious problems are solvable. The impediment is political. This is exhibit A of a dysfunctional Congress. The…
The American people are going to make a decision on November 6 about the future leadership of this Congress and this country, and they face, as they do every 4 years, two fundamental questions. The first: Who can be in charge of the cash…
